Then he said he wants to meet me. And asked me almost thrice and is planning to go for dinner. I asked him how is it going with the same girl.
He said up and down. I don't understand that if he is with her why does he wants to meet me. And not once but he has asked me thrice to meet. I have not moved on completely so I am not being rude to him. But after knowing that he is still with her I am uncomfortable and hesitant to meet him.

He treated you like shit. I've known a lot of girls who do this same thing too. The idea is that they don't want to try to jump back to a former relationship and fall short leaving them with nothing. Having a relationship is so much more comfortable than being single and there are a lot of people who always want to be in a relationship or have other people that they are pretty sure they could jump to successfully.
